The United States Army Medical Acquisition Activity (USAMRAA) plans to negotiate a firm-fixed price contract exclusively with Laerdal Medical for the warranty, preventive maintenance, and loaner service of SimMan 3G Manikins. Laerdal Medical is the sole authorized provider capable of servicing these manikins while maintaining their warranty and adhering to the original equipment manufacturer’s maintenance requirements. Utilizing any other service provider would void the proprietary software warranty associated with the SimMan 3G units. The servicing will be performed on-site at the U.S. Army Medical Research Institute of Chemical Defense’s Chemical Casualty Care Division located at Aberdeen Proving Ground-South, Maryland. Interested parties were invited to submit capability statements by July 5, 2012, with the understanding that submissions would only be used to determine whether competitive procurement would be warranted; however, Laerdal remains the only technically qualified source. Submissions were to be emailed or faxed to the designated contact, with no telephone inquiries permitted. This sole source acquisition falls under NAICS code 326199, ensuring that all requirements for maintaining the manikins' service and loaner programs are met through specialized expertise provided exclusively by Laerdal Medical.
