This pre-solicitation notice is prepared in accordance with FAR 5.2. Proposals are not being requested at this time. This pre-solicitation notice shall remain posted until the formal solicitation is issued. 


This draft is published to ensure transparency. A final solicitation will only be issued to the sole-source recipient upon formal approval of the statutory follow-on determination (10 U.S.C. § 4022).


The purpose of this pre-solicitation notice is to inform industry that the Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) intends to award a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for MK 66 Mod 0 Heavyweight Undersea Training Targets (HUTT), engineering services for future upgrades and enhancements, and support equipment kits.


The resultant contract will contain provisions for delivery and task orders to be awarded on a Firm Fixed price (FFP) basis. It is anticipated the single award IDIQ will have an ordering period from the date of contract through sixty (60) months after date of award.
