This is a Request for Information (RFI) for Government planning purposes as described in Federal Acquisition Regulation (FAR) 48 CFR section 15.201(e). The Federal Communications Commission (FCC) is requesting information regarding the availability and feasibility of attracting service providers that can supply and/or develop a mobile application to support various initiatives to measure broadband network performance as part of the Measuring Broadband America (MBA) Program. Information gathered from this RFI may help the government determine whether a contract is necessary, and it may be used to assist the FCC in the creation and issuance of a request for quotation (RFQ) and/or request for proposal (RFP). This RFI seeks to gather capabilities statements and other market information from potential sources, including responses to questions relevant to a potential procurement for planning purposes. We invite interested vendors (and any other firms or individuals) to respond to this RFI as set forth below. The specific services requested are divided by functional features and described in the Capabilities Statement section along with the attached list of measurement metrics (Data Requirements List). This Request for Information (RFI) is not a solicitation. This RFI is being issued to conduct market research for informational and planning purposes. The objectives of this RFI are to understand various engineering approaches to measuring mobile broadband service performance, understand the various technical solutions and feasibilities, understand data science implementations, and identification of potential service providers and its cost estimate. Please submit any questions no later than September 25, 2020, 11:00 AM, EDT via email to Sunny.Diemert@fcc.gov and Nereyda.Dunn@fcc.gov.
