This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203, which prescribes a mandatory 15-day pre-solicitation notification requirement. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation to procure services for the support of FHWA's MATC Program. The solicitation is set-aside for small business pursuant to FAR Part 19.2. The FHWA intends to award a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract utilizing Time-and-Material, Labor Hour, and Fixed Price Task Orders. The anticipated period of performance is 60 months from the date of award. Task orders placed against the ID/IQ may include option periods. The MATC Program, which includes both the Mobile Asphalt Mixture Testing Laboratory (MAMTL) and Asphalt Binder Testing Laboratory (ABTL), were originally developed to showcase "Superpave" design and volumetric mixture control; it is an essential FHWA program used to implement new and emerging asphalt pavement technologies. The MATC brings on-site technical assistance to contractors and State agencies on various technologies, test procedures, and quality initiatives. Since 1988, the mobile testing trailer has traveled to 48 States across every region of the United States to assist State agencies and asphalt contractors in implementing these technologies. The Program has continued to evolve and includes assisting State agencies with quality assurance (QA) initiatives by providing technical assistance, guidance and training materials for improved State QA programs and adoption of statistically valid acceptance programs. It introduces new concepts for material testing and selection, new test protocols, new equipment, new design methods and new performance testing tools and evaluation and provides technical expertise to facilitate effective use of recycled materials in highway pavements. The overall scope of the contract is to provide for personnel, engineering, and other technical services to support the MATC Program. The resulting contract will provide a mechanism for conducting a national effort, including technical assistance to evaluate, showcase, and promote the use of new and existing technology as it relates to asphalt pavements, asphalt pavement materials, and advanced testing and analysis. This expertise is required both on-and off-site. The Program encompasses broad technical asphalt pavement related areas. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential Offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in April 2019. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA. This presoliicitation was originally synopsized on 03/18/2019 with the Location incorrectly listed as "Western Federal Lands Highway Division". It is now corrected to show "Location: Office of Acquisition and Grants Management".
