All offers must be accompanied by self-certification that neither the requesting entity nor its corporate officials or owners are suspended, debarred, or otherwise excluded from federal contracting. Award eligibility is contingent upon the contractor having an active, valid registration in the System for Award Management (SAM) prior to award, through performance, and until final payment. The contractor assumes full responsibility for inspection and quality control, with the government conducting acceptance inspections at the point of delivery.
