Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-1. Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Pub. L. No. 93-288, as amended (the - Stafford Act), codified at 42 U.S.C. 5121 et seq., authorizes FEMA to provide manufactured housing units (MHUs), Recreation Vehicles (RVs) acquired by purchase or lease, directly to individuals or households, who, as a result of a major disaster, lack available housing resources and would be unable to make use of financial assistance. Moreover, direct assistance may be provided for a period of up to 18 months from the date of a Presidentially-declared major disasters. Additionally, the contracts covered under this Class J&A will be for the rental of pad sites at various commercial mobile home parks and campgrounds located in the declared counties which are required for installation of MHUs and RVs. The total combined value of all contracts expected to be issued under this class justification is estimated not to exceed $63,270,180.00. In addition to the monthly rental of the pad sites (including utilities), the price of each contract may include expanding and improving commercial sites such as upgrading utility services, to develop usable pad sites for MHU placement.
