NASA Goddard Space Flight Center is seeking industry input for the fabrication of a Mobile Launch Vehicle (MLV) designed specifically for launching scientific balloon payloads. The scope requires delivery of at least one MLV within 18 months of award, with design capabilities ranging between two specified technical baselines: minimum requirement 820-REQ-13 MLV Chassis and maximum requirement 820-REQ-NBOC2-40-1. Respondents must indicate whether they can meet the minimum, maximum, or a combination of both, and clearly state their ability to perform all required work within a five-page narrative that includes their name and CAGE code. An option exists for a second MLV, though its terms are not specified. The MLV must be built to accommodate the Caterpillar 966M wheel loader as the powerplant, with strict constraints including a maximum width of 25 feet, ground pressure not exceeding 80 psi, environmental operability from -25°C to +40°C, and compatibility with sea and highway transport. Safety and engineering standards such as OSHA 29 CFR 1910, ANSI Z359, NASA-STD-5005, and NASA-STD-5008 govern design and fabrication, with additional requirements for corrosion protection, hydraulic system layout, structural lifting points, and grounding for lightning protection. The contractor must submit a detailed quality assurance plan aligned with ISO 9000 and ISO 14000, a project schedule within two weeks of award, and proactively report any exceptions, hazards, or out-of-scope work. Deliverables include as-built drawings, maintenance documentation, operational procedures, and successful training of NASA personnel. Inspection and acceptance will occur upon delivery to NASA Wallops Island, Virginia, with compliance verified against specified standards including AWS D1.1M/D1.1 and AISC 326. Responses must be submitted electronically by April 17, 2026, to designated NASA contacts, referencing the SAM.gov Notice ID, and must not include pricing or cost information. This is strictly an information-gathering notice, not a commitment, and no reimbursement is provided for responses. Twenty-two redacted engineering drawings are attached to support responses. The NAICS code is 333120, and the sole point of performance is Wallops Island, Virginia, though the contract type and value remain undetermined.
