Modernization and Space Enhancement Services in the Frances Perkins Building (FPB)

The U.S. Department of Labor is soliciting proposals for a multiple award Indefinite-Delivery, Indefinite-Quantity contract to provide modernization, repair, and space enhancement services at the Frances Perkins Building in Washington, DC. This acquisition is a 100% Total Small Business Set-Aside under NAICS code 236220, with a small business size standard of $45 million. The contract will serve as a flexible vehicle for issuing fixed-price task orders over a base period of one year and two one-year option periods, running from September 1, 2026, through August 31, 2029. Scope of work includes a broad range of building improvements such as interior upgrades, office reconfigurations, accessibility enhancements, structural modifications, and mechanical, electrical, and plumbing system upgrades, all while preserving the historic character of the building and ensuring continuous Department operations. Work must comply with Davis-Bacon Act wage determinations, federal accessibility standards including WCAG 2.0 Level AA and the VPAT, and other applicable regulations concerning safety, security, and environmental sustainability. Proposals must be submitted in three distinct volumes—Technical Capability, Past Performance, and Price—with strict formatting and page limits: Volume I is capped at 20 pages and Volume II at 12 pages, excluding supporting documentation. Offerors must demonstrate technical capability through a comprehensive understanding of requirements, a robust quality control and safety program, and a detailed organizational plan with resumes for key personnel, including a contract manager. Past performance will be evaluated based on up to three recent, relevant contracts, assessed on scope, complexity, and outcomes using adjectival ratings. Price proposals must be reasonable, complete, and realistic relative to the Independent Cost Estimate, and unreasonably low bids will be rejected due to performance risk. The government will use a best-value trade-off approach, prioritizing technical excellence over price, but will not pay significantly more for marginal improvements. Mandatory contract clauses govern employment eligibility, minimum wage compliance, paid sick leave, diversity and inclusion protections, biobased products, sustainable procurement, Buy American compliance, insurance coverage, payments and prompt payment incentives, disputes, changes, subcontracting competition, and security.
