Modernized VAERS Reporting Application

The Centers for Disease Control and Prevention (CDC) is seeking a contractor for the Modernized Application for Consumer and Healthcare Provider VAERS Reporting project under solicitation 75D301-26-Q-00146. This firm-fixed-price, nonseverable services contract is a 100 percent small business set-aside with a period of performance from September 28, 2026, through June 27, 2027. The objective is to develop a responsive, mobile-friendly, and desktop-compatible web application to modernize the Vaccine Adverse Event Reporting System (VAERS) experience. Key features include a redesigned landing page, a guided reporting workflow with branching logic for different submitter types, intelligent validation, and reactive FAQ capabilities. The solution must be hosted within the CDC-managed MS Azure environment and provide VAERS-compatible data outputs for integration with existing systems. The project mandates strict adherence to federal security, privacy, and accessibility standards, including HIPAA, the Privacy Act, FISMA, FedRAMP, and WCAG 2.0 Level A and AA. Additionally, contractors must comply with an Artificial Intelligence Use Compliance and Risk Management Plan to ensure AI integration is ethical, non-discriminatory, and secure. Award will be based on a best value tradeoff process, prioritizing technical approach, management approach, and similar experience over price. The contract includes a primary development CLIN and two not-to-exceed travel CLINs valued at 31,500 dollars each. Performance is primarily remote within the United States, requiring routine coordination with CDC personnel in Atlanta, Georgia.
