The contract modification pertains to the Firm Fixed Price Indefinite Delivery-Indefinite Quantity agreement W91CRB-05-D-0033, originally awarded in September 2005 for the procurement, spare parts, and maintenance of Lightweight Laser Designator Rangefinder Systems (LLDR) in support of Project Manager Soldier Equipment. The initial contract specified a minimum order quantity of 30 units and a maximum of 1,250 LLDR systems over three years. This modification increases the maximum quantity to 1,635 LLDR units. The LLDR is a proprietary modular targeting and designation system offering day and night operation in all weather conditions, developed exclusively by Litton Laser Systems, a Northrop Grumman subsidiary. The Government lacks detailed technical data on the system and considers Litton Laser Systems the sole source due to unique design and logistical considerations. This modification is not subject to full and open competition, with no request for proposals (RFP) to be issued. Oral communications are disallowed, but interested parties may submit relevant information for consideration via designated government contacts. The contract falls under NAICS code 334511 and is managed by the Department of Defense office at Aberdeen Proving Ground, Maryland. The Government’s justification highlights the absence of alternative vendors capable of delivering the LLDR systems without incurring excessive costs or delays in development and production.
