The Space and Naval Warfare Systems Center, San Diego (SSC San Diego) plans to award a cost plus fixed fee contract to Liquid Robotics Incorporated (LRI) of Palo Alto, CA, to enhance an unmanned autonomous surface vehicle known as the Wave Glider. This contract, intended to last five years, focuses on acquiring engineering, testing, technical support, and materials to develop an open-architecture surface sensor platform. The procurement is sole source due to Liquid Robotics’ exclusive rights to the patent-pending technology and unique expertise, which cannot be matched by other suppliers without incurring significant additional costs and duplication of effort. This acquisition is being conducted under the justification that only one responsible source exists per FAR 6.302-1, and no competition is involved. The decision reflects the agency's recognition that Liquid Robotics holds specialized knowledge essential to meeting government requirements efficiently. No solicitation or request for proposals is available, emphasizing the specialized and proprietary nature of the work. The contract is managed by the Department of Defense’s Niwc Pacific office located in San Diego, California.

Full Description

The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), intends to award a cost plus fixed fee type contract to Liquid Robotics Incorporated (LRI), Palo Alto, CA. SSC San Diego intends to acquire, on a sole source basis, engineering services, test support, technical support, and material to improve upon an unmanned autonomous surface vehicle, known as the Wave Glider, resulting in an open-architecture surface sensor platform. The performance period is anticipated to be five years in duration. This procurement will be conducted using other than full and open competition pursuant to FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Liquid Robotics Incorporated is the only known provider for this patent-pending item and has gained specialized knowledge and experience, the value of which would not be recovered through competition. The use of any other contractor for this acquisition would result in substantial duplication of cost to the Government based on the specialized knowledge and experience possessed by Liquid Robotics Incorporated. This is not a request for proposals and no solicitation is available. See numbered notes 22 and 26.
