The Federal Law Enforcement Training Center, under the Department of Homeland Security, issued a notice of intent to award a sole source delivery order to Concord Products Company c/o Shell Office Systems for the procurement, delivery, and installation of modular airport primary booths and a divider wall system. This requirement, identified by solicitation number HSFLGL-15-F-00055 and NAICS code 238390, was designated for limited sources under statutory authority 10U.C.S.2304(c)(1) because no other supplies or services could satisfy the agency's specific needs. The procurement was driven by an urgent requirement for the U.S. Customs and Border Protection Field Operations Academy to have the systems installed by February 6, 2015, to support training sessions scheduled to begin on February 9, 2015. Due to this critical timeline, which other vendors were unable to meet, the government bypassed full and open competition. The anticipated period of performance for the project ran from January 7, 2015, through February 6, 2015, with the procurement managed by the Fletc Glynco Procurement Office in Brunswick, Georgia.
