Modular Power Generation and Distribution

The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) is soliciting white papers under Other Transactional Authority for the procurement of relocatable Modular Power Generation and Distribution solutions to support the Department of War across 10 to 12 sites in the United States. This two-step acquisition process begins with a request for white papers to identify partners with promising solutions, which may lead to a Request for Prototype Proposal (RFPP). The project has an estimated aggregate value of 1.2 billion dollars, with individual prototype awards expected to range between 55 million and 100 million dollars. The mandatory completion date for all work is February 28, 2028. Technical requirements specify the delivery of factory-integrated, turnkey systems utilizing diesel reciprocating internal combustion engines capable of supporting peak loads between 18 and 22 megawatts with N+1 redundancy. Key deliverables include fuel and DEF storage for a three-day runtime at full load, redundant switchgear, and a SCADA system compliant with MIL-STD-3071. Systems must be Tier 2 certified, Tier 4 compliant, and adhere to the Buy American Act, with strict voltage stability and harmonic distortion standards. Eligible applicants must certify their status as nontraditional defense contractors under Title 10 USC 4022 or partner with one to qualify for an award. White papers must be submitted via PIEE by September 25, 2026, and include a rough order of magnitude price estimate.
