Modular Power Generation and Distribution

The U.S. Army Corps of Engineers, Huntsville Center is soliciting white papers for solicitation CEHNC-031467-OT to identify partners capable of providing relocatable, factory-integrated, turnkey modular power generation and distribution solutions. The project aims to support large transient loads between 18MW and 22MW across 10 to 12 sites within the United States. This is a two-step procurement process utilizing Other Transactional Authority, where initial white paper submissions may lead to a Request for Prototype Proposal. The estimated aggregate value of the program is 1.2 billion dollars, with individual prototype awards expected to range from 55 million to 100 million dollars under firm fixed price milestones. Technical requirements specify compliance with MIL-STD-3071 for power and controls, as well as UFC 1-201-01 and related standards for non-permanent facilities. All solutions must be Buy American Act compliant and include an air-gapped SCADA system requiring an Authority to Operate by February 28, 2028. The scope includes base generation and distribution, with options for N+1 and N+2 redundancy, Battery Energy Storage Systems, load banks, and up to three years of Contractor Logistics Support. Performance is subject to both factory acceptance testing and on-site field verification. Interested parties must submit a white paper, a Rough Order of Magnitude pricing template, and entity qualifications by October 16, 2026, at 1700 hours CDT. Traditional defense contractors are required to partner with a nontraditional defense contractor or non-profit research institution to a significant extent to be eligible for the prototype project.
