The contract involves the modularization of the 1st Cavalry Division and its conversion to the Army Battle Command System (ABCS) version 6.4 configuration, as directed by the U.S. Army Forces Command. The scope includes the acquisition of services and materials needed for the fabrication, integration, testing, training, and delivery of twenty-six Command Post Platforms (CPPs), procurement of fifty-one Command Center Systems (CCS), and configuration of twenty-five Battalion sets for modularity conversion. The effort supports the 1st Cavalry Division's RESET and modular transformation upon their return from Iraq in April 2005, ensuring that Unit of Action and Unit of Employment echelons are converted to CPPs and aligned with the ABCS 6.4 system. Initial integration and net training of the first Unit of Action are scheduled for completion by October 2005. Reset activities will be conducted at Tobyhanna Army Depot in Fort Hood, Texas, followed by modular conversion and cross-leveling of battalion assets by Northrop Grumman Mission Systems to guarantee compatibility and interoperability with the new platforms. The acquisition emphasizes expedited fabrication and integration to support deployment readiness for Iraq, Afghanistan, or other hostile environments. This effort is anticipated to be executed through a fixed-price-incentive contract modification to an existing contract with Northrop Grumman Mission Systems, with an estimated cost of approximately $48.8 million and a performance period of 18 months. The contract reflects the Department of Defense's commitment to updating and improving command and control systems for enhanced battlefield operations.
