San Joaquin County is preparing to repair a compromised 36-inch reinforced concrete storm drainpipe located at 908 Valley Oak Place in Woodbridge, California, where erosion from leaking stormwater has caused structural failure and sinkhole formation in the asphalt above. The work involves excavating the affected area, removing and replacing the damaged pipe sections, compacting bedding and backfill, pouring concrete collars at joints, and restoring the road surface with Class 2 Aggregate Base and Hot Mix Asphalt to match existing conditions in compliance with county standards. The project area is situated in a residential neighborhood with numerous large trees that may host nesting or migratory birds protected under the Migratory Bird Treaty Act, including the threatened Swainson’s Hawk, necessitating a pre-construction survey if work occurs between February 15 and September 1. The primary beneficiaries are local residents who will benefit from improved drainage reliability, enhanced public safety, and reduced long-term maintenance needs due to the repaired infrastructure. The project is forecasted to be posted on July 9, 2026, with Fatima Gutierrez, Associate Planner, as the primary point of contact.

MOKELUMNE ACRES SINKHOLE REPAIR IMMRP Project Description Project Location: Valley Oak Place: 908 Valley Oak Place Woodbridge, CA 95258. See attached Vicinity Map. Project Justification: A section of the existing 36-inch storm drainpipe from the intersection of Valley Oak Place and Meadowlark Drive to approximately 100 feet east is damaged. Storm water runoff is leaking into the subgrade area under the pipe section and causing erosion which is leading to failure of the structural section and sinking of the asphalt section of the pipe. Scope of Work: The project will consist of: 1. Excavating trench to expose existing storm drain line. 2. Removing and replacing all damaged and broken portions of the existing 36-inch Reinforced Concrete Pipe (RCP). 3. Compacting pipe bedding areas. 4. Pouring concrete collars at pipe joints. 5. Backfilling and compacting subgrade above pipe. 6. Placing Class 2 Aggregate Base (AB) to match existing structural section; Compacting to 95%. 7. Placing Hot Mix Asphalt (HMA) to match existing structural section. 8. Asphalt restoration to be in accordance with San Joaquin County Standards and drawings. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these improved storm drainpipes. Overall, there will be reduced maintenance concerns and more reliability within the project area.
