Mokelumne River Confluence Multi-Benefit Project

The Mokelumne River Confluence Multi-Benefit Project, managed by Reclamation District No. 38, focuses on the rehabilitation of approximately 4 miles of levee system on Staten Island in San Joaquin County, California. The primary objective is to bring the levee section from Station 822+00 to 1038+00 up to the Delta Specific PL 84-99 Standard. Landside operations include raising the levee crown to ensure sufficient freeboard above the 100-year flood elevation, stabilizing slopes through the construction of a toe berm, and building a setback levee from Station 857+00 to 864+00. Additional infrastructure work involves the modification of eight irrigation siphons and the construction of a 16-foot-wide all-weather levee crest patrol road. Waterside efforts focus on creating approximately 1 acre of Delta Levee Waterside Habitat by excavating the existing levee at the setback location to establish a habitat bench above Mean Lower Low Water, which will be planted with native riparian species and subject to ongoing monitoring. The project is compliant with CEQA and NEPA, with a Mitigated Negative Declaration indicating no significant environmental effects provided mitigation measures are followed. Key requirements include strict adherence to hazardous material labeling regulations and specific protocols for the inadvertent discovery of human remains or tribal cultural resources, including a 100-foot work stoppage buffer and consultation with the Confederated Villages of Lisjan Nation. Construction is planned for 2027-2028.
