Requirement: The Nashville District U.S. Army Corp of Engineers (USACE) anticipates a requirement for a firm fixed-price construction contract to accomplish the following work for Wheeler Lock and Dam at Tennessee River Mile 303 near Decatur, Morgan County, Alabama. General Requirements: This description represents the minimum work necessary to demolish two (2) existing, damaged, mooring cells and to construct and install two (2) new mooring cells. Contractor shall provide labor and all necessary materials to construct two (2) mooring cells and perform the demolition of two (2) mooring cells at the location specified by the government. Material: Sheet piles will not be provided. Miscellaneous metals such as mooring and D rings, horizontal fenders and vertical sheet piles shall be removed and be the property of the contractor. Aggregate material recycled from the deconstruction of the existing mooring cells shall be used for the new replacement mooring cells. Additional aggregate shall be provided by the contractor to fill the remaining volume of cells. The Contractor will be responsible for pick up and transporting all sheet piles specified without damage. No spreader bar or cellular sheet pile template will be provided and will be the responsibility of the Contractor. Demolition: Two Mooring Cells near Wheeler Lock and Dam, specifically Tennessee River Mile (TRM) 303 shall be replaced. Specific coordinates will be provided by the Contracting Officer Representative. Demolition of the cell requires removal and storage of the aggregate, removal of miscellaneous metals, and sheet piles. This is a unique project due to the nature of the work. The two cells originally had a diameter of 30'3" but once damaged, cells were enclosed in a larger diameter cell of 36'6". The inner diameter is expected to have 76 sheets still in place. Their condition is unknown. The exterior diameter is expected to have 92 sheet piles. All existing sheet piles shall be removed. Based on the original drawings, the concrete cap has been removed. The removed aggregate will remain government property and must be salvaged as fill for the new replacement cell. The new cell once completed shall contain an approximate aggregate quantity of 675 cubic yards. The cell currently has a maximum aggregate quantity of 1000 cubic yards of aggregate per cell. However, due to years of aggregate escaping through the void, the exact quantity is unknown. The remaining aggregate necessary to fill the cell shall be provided by the Contractor. The removed sheet piles shall be the property of the Contractor. All mooring ring assemblies removed shall be property of the Contractor. All horizontal fenders shall be removed and be property of the Contractor. Installation: Construct and Install two (2) new mooring cells in the footprint of the existing damaged mooring cells which shall be 30'4" diameter x 45' height. Options: This procurement may include a base and options. The anticipated NAICS code is 238120, Structural Steel and Precast Concrete Contractors, with a small business size standard of $15 million.
