The project involves constructing a new treatment building for Well #2, incorporating iron and manganese treatment, chemical upgrades, and installing approximately 1,000 linear feet of 8-inch transmission main. Additionally, around 102 public service lines will be replaced, including the in-kind replacement of private-side lead or galvanized service lines with copper, curb stops, boxes, and meters. The project will be divided into four contracts: General Construction, Plumbing, HVAC, and Electrical. Bidders must submit a bid bond or equivalent amounting to at least 10 percent of the bid total, payable to the owner. The project is subject to various federal and state regulations, including the Build America, Buy America Act, the Davis Bacon Act wage determinations, and non-discrimination statutes. Funding from PENNVEST and other federal sources requires contractors to demonstrate compliance with specific federal orders and to actively solicit Disadvantaged Business Enterprises (DBEs), providing documentation of their outreach efforts with the bid. A mandatory pre-bid conference will be held on March 31, 2025, at the owner's office and online via Microsoft Teams; attendance is required for bid consideration. The owner reserves the right to reject or waive any bid irregularities and to reject all bids if deemed necessary.
