The City of Moreno Valley adopted an amendment to the Municipal Code Title 9 on September 1, 2026, to establish the Logistics Use Facility Mitigation Measures Ordinance. This project implements development and design standards for new or expanded logistics facilities to ensure compliance with Assembly Bill 98 and Senate Bill 415. The ordinance incorporates specific air quality mitigation measures negotiated with the California Attorney General's Office as part of a settlement in the Sierra Club v. The City of Moreno Valley court case. These measures are designed to exceed minimum state standards and expand upon the air quality mitigations outlined in the MoVal 2040 Project's Revised Final Environmental Impact Report, which was certified by the City Council on April 21, 2026. The initiative is managed by the City of Moreno Valley, with primary points of contact including the Associate Planner and the Community Development Director.
