Morganza to the Gulf Project, BLH-Wet LA Coastal Zone Resources, Mitigation Bank Credits, CEMVN

The U.S. Army Corps of Engineers, New Orleans District (CEMVN) is seeking an unrestricted procurement for the purchase of BLH-Wet mitigation bank credits to compensate for habitat losses caused by the Morganza to the Gulf Project in the Louisiana Coastal Zone. The requirement is for up to 4.59 average annual habitat units (AAHUs) of Louisiana Department of Conservation and Energy approved credits, which must be executed in 1/10th acre increments. Eligible mitigation banks must be physically located within the Terrebonne Basin, comply with 33 CFR Part 332 and their respective Mitigation Banking Instruments, and provide a habitat type that matches the habitat being mitigated. The award will be based on a lowest-price technically acceptable source selection process, with a preference for otherwise successful offers from small business concerns. Proposals must be submitted electronically via email by September 18, 2026, at 2:00 PM local time. Successful offerors must be registered in the System for Award Management (SAM) under NAICS code 523910 and provide a GSA-issued Unique Entity Identifier. Delivery of the credits is required within 10 calendar days from the date of award, and payment will be processed electronically through the Wide Area WorkFlow (WAWF) system.
