This project, managed by the Department of Commerce Office of the Director and associated with Mosaic Microsystems, aims to establish a standardized traceability path and new reference materials for measuring complex permittivity in semiconductor manufacturing. Currently, the lack of internationally agreed upon standards for this key property leads to discrepancies between raw material producers and consumers, hindering the design and performance optimization of electronic devices. The initiative focuses on developing standard reference materials for complex permittivity to support 5G and computing applications up to 80 GHz, with potential expansion up to 325 GHz for 6G and photonics applications. The work is forecasted to be performed in Boulder, Colorado, under NAICS code 334413, providing a critical technical foundation for the semiconductor industry to accurately weigh performance improvements against material switching costs.

Full Description

Semiconductor manufacturers use internationally agreed upon, known-value material artifacts to weigh improvements in market share against the cost of switching to materials that may improve performance. Today, no such standard exists for complex permittivity, which is a key property necessary for the design of any semiconductor electronic device. As a result, a raw material producer (suppliers such as Murata) and a material consumer (foundry such as Intel) may disagree on the measured value of the complex permittivity of a given sample and currently have no mutually agreed upon method to know the correct value. This CHIPS proposal develops a traceability path for complex permittivity and develops new standard reference materials for complex permittivity up to 80 GHz (for 5G and computing applications) and potentially up to 325 GHz (for 6G and photonics applications).
