The U.S. Army Corps of Engineers, Pittsburgh District, is conducting market research to identify qualified small businesses capable of replacing the structural standing seam metal roofing system on the Control Tower Building at Mosquito Creek Lake in Cortland, Ohio. This effort, identified under NAICS code 238160 and PSC Y1QA, is not a solicitation and no contract will result from this notice; however, responses will inform the acquisition strategy, including potential small business set-asides for 8(a), HUBZone, SDVOSB, or WOSB contractors. The project requires the complete removal of the existing roof system, refurbishment or replacement of up to 95 linear feet of corroded sub-framing, repair and flood testing of the concrete roof deck, application of R-30 closed-cell spray polyurethane foam insulation, and installation of a new 22-gauge, mechanically seamed, PVDF-coated standing seam metal roof that eliminates the box gutter and integrates ridge and fascia ventilation with a custom peak cap. Additional work includes rerouting mechanical vents through the masonry wall, installing a UL-listed lightning protection system with non-penetrating attachments, and adding a new gutter along the bridge side. The site presents significant logistical challenges: access is limited to a 130-foot service bridge with a strict 10-ton weight capacity, and the 22-foot-3-inch-high roof requires crane hoisting in compliance with USACE EM 385-1-1 safety standards. Respondents must confirm their company's UEI and CAGE codes, active SAM.gov registration, and small business status under the specified size standard of $19 million. Technical capabilities must include having a certified applicator with five years of experience in the specified roofing system, and the ability to comply with full-time on-site safety and quality control requirements without submitting full documentation. Past performance submissions must list up to three similar projects completed within the last five years, including client, contract value, completion date, and scope. All responses must be emailed to Mario Taormina by 5:00 P.M. ET on August 12, 2026, with the specified subject line, and will be treated as confidential market research materials.

Mosquito Creek Lake Structural Standing Seam Metal Roofing Replacement

Agency: U.S. Army Corps of Engineers (USACE), Pittsburgh District
Location: Mosquito Creek Lake, Cortland, OH
NAICS Code: 238160 – Roofing Contractors (Size Standard: $19.0 Million)
Product Service Code (PSC): Y1QA – Construction of Restoration of Real Property (Public or Private).
Response Deadline: 12 August 2026, 5:00 P.M. E.T.
Primary Point of Contact: Mario Taormina at Mario.Taormina@usace.army.mil and (412) 395-7256.

1. INTRODUCTION & DISCLAIMER

This is a Sources Sought Notice for market research purposes only. This is not a solicitation, Request for Quote. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing a response.

The U.S. Army Corps of Engineers is seeking to identify qualified small businesses (including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Businesses [SDVOSB], and Women-Owned Small Businesses [WOSB]) capable of performing the control tower roof replacement project described below. The results of this market research will be used to determine the appropriate acquisition strategy, including whether a small business set-aside is warranted.

2. PROJECT DESCRIPTION & SYNOPSIS

This project consists of furnishing all necessary labor, materials, tools, supplies, and equipment for the complete replacement of the structural standing seam metal roofing system on the Control Tower Building (also known as the Operating House Building) located at Mosquito Creek Lake in Cortland, OH.

The contractor will be required to complete all work within 365 calendar days after written Notice to Proceed (NTP).

Major Technical Components of the Work:

  • Demolition and Disposal: Complete removal and legal, off-site disposal of the existing standing seam metal roof panel system, box gutter, scuppers, and lightning protection system down to the original concrete roof slab.
  • Structural Sub-Framing Refurbishment: Inspection of all existing light-gauge, cold-formed metal sub-framing. The contractor must replace up to 95 linear feet of framing members found to be rusted or deformed (defined as exhibiting visible deformation or corrosion resulting in a cross-sectional area loss of 25% or more). All remaining sub-framing must be cleaned of surface rust by wire-brushing and treated with an approved protective coating.
  • Roof Deck Repair and Insulation: Repair, clean, and seal the existing concrete roof slab. The contractor must perform a 24-hour flood test to verify the watertightness of all repaired areas before insulation is applied. Following successful testing, a closed-cell spray polyurethane foam (ccSPF) insulation and moisture barrier system must be applied to the prepared roof deck to achieve a minimum thermal resistance value of R-30. The insulation must be protected from UV radiation and covered within 72 hours of application.
  • New Standing Seam Metal Roof System: Design, furnish, and install a new, 22-gauge structural mechanically seamed, trapezoidal standing seam metal roof system with a high-performance 70% Polyvinylidene Fluoride (PVDF) finish. The new roof design will eliminate the existing box gutter, extending the roof area to cover the space previously occupied by it, and will incorporate new ridge and fascia ventilation, including a custom-fabricated, ventilated peak cap.
  • Mechanical & Systems Rerouting: Rerouting the existing mechanical vent and exhaust pipes to penetrate through the masonry side wall of the tower instead of the roof deck. This includes core-drilling the masonry wall, complying with International Mechanical Code (IMC) clearances, repairing the masonry openings, and installing weatherproof vent hoods/wall caps with gravity backdraft dampers and insect/bird screens. It also includes installing a new gutter system along the bridge side of the building, and designing and installing a certified, UL-labeled Lightning Protection System (LPS) integrated with the new roof via non-penetrating attachments.

3. SPECIAL SITE CONDITIONS & CONSTRAINTS

Prospective contractors should be aware of the following unique logistical constraints:

  • Access: The Control Tower Building is a circa 1945 cylindrical masonry structure located in the reservoir on the upstream face of the dam. It is accessed via a 130'± long by 10' wide service bridge extending from Ohio S.R. 305.
  • Weight Limit: The service bridge has a strict 10-ton weight limit. Vehicles exceeding this limit will not be permitted on the bridge.
  • Elevation: The roof of the building is approximately 22'-3" above the service bridge deck. Access to the roof is via portable ladder, and all hoisting operations (metal framing, roof panels, and peak compression ring) must be performed using cranes in accordance with an approved Lift Plan and USACE EM 385-1-1 safety regulations.

Crooked Creek Jib Crane Work Platform and Safety Updates
Solicitation # W911WN26QA044
The U.S. Army Corps of Engineers, Pittsburgh District, is seeking a contractor to install a structural steel work platform on the exterior of the Control Tower at Crooked Creek Lake in Armstrong County, Pennsylvania, to enable safe and effective maintenance of an outdated jib crane that has gone without regular service since the 1990s. The crane, critical for operating stoplogs on the raking platform, is currently unreachable without unsafe methods such as leaning from a ladder or rappelling. To facilitate access, the existing ladder cage will be removed in alignment with updated OSHA standards that prohibit such cages, while the existing fall protection system remains in place. The platform, constructed with aluminum bar grating and handrails, will be positioned to allow workers to walk the full length of the parked jib crane for routine maintenance. A mezzanine slide gate will permit the crane’s hoist to swing clear of the platform’s railing without obstruction. To comply with fall protection regulations, a step-off platform will be installed between the work platform and the raking platform to ensure no free fall exceeds 24 feet; no additional fall protection is required on the tower’s exterior. Concurrently, the exterior ladder near the platform will be updated to meet current safety codes. The contract is a Firm-Fixed Price award under a 100% Small Business Set-Aside, with a performance period of 365 calendar days after Notice to Proceed. The NAICS code is 237990 with a size standard of $45 million, and submissions must be made electronically via PIEE and SAM.gov; hard copy requests are not accepted. Solicitation # W911WN26RA012
The Dashields Locks and Dam Hydraulic System Upgrade project entails the complete replacement of the existing hydraulic system with a new, modernized system at the facility located in Coraopolis, Pennsylvania, along the Ohio River. This includes the demolition and removal of all existing hydraulic components such as motors, pumps, reservoirs, filters, piping, valves, and manifolds, with embedded piping being drained, cut flush with concrete, and abandoned in place. The contractor must furnish and install three new hydraulic power units (HPUs) within two newly constructed two-story buildings on the land and middle lock walls, and a fourth HPU on an elevated platform in the river wall, all designed and built per contract drawings and performance specifications. The new HPUs will deliver hydraulic power through stainless-steel piping and manifold-mounted components to nine new cylinders provided by the contractor and five provided by the government. All new hydraulic and control systems must be integrated with newly installed electronic control panels within each HPU building and an additional panel in the middle wall operations building, alongside new control consoles located in three existing and one newly constructed one-story control shelter, which the contractor is also responsible for designing and building. Associated electrical work involves removing old wiring, junction boxes, switches, and hardware, while civil work includes concrete demolition and placement to support new buildings, utility trenches, and routing for piping and cabling. A geotechnical and civil site analysis is required to verify foundation integrity and drainage, with minimal steel grating installed over utility trenches. All new equipment must be thoroughly tested and commissioned before handover. Due to the site’s location on the Ohio River, a floating work plant and work boats are mandatory for construction activities. As-built drawings must be stamped by a registered Professional Engineer, and the entire project must be completed within 730 days after written Notice to Proceed.
