The U.S. Embassy in Pristina is soliciting quotations for the purchase of a single hybrid SUV under solicitation number 19KV4226Q0006, with submissions due by May 28, 2026, at 15:00 local time. Offers must be submitted either via sealed envelope addressed to Thad Ball or electronically to PristinaProcurement@state.gov. Full compliance with FAR Part 12 commercial item procedures is required, including completion of the SF-1449 form, Section I pricing, Section 5 Representations and Certifications, additional documentation specified in Section 3, and proof of active SAM registration prior to submission. Failure to register in SAM will result in the proposal being deemed non-responsible. The contract is structured as a Firm-Fixed-Price purchase with delivery required at the U.S. Embassy in Pristina within 60 days of contract award under FOB Destination terms, meaning risk and responsibility transfer upon arrival. Evaluation follows a Lowest Price Technically Acceptable (LPTA) methodology, where price is the sole determining factor among offerors deemed acceptable and responsible based on financial stability, capability, compliance, and past performance. The vehicle must meet U.S. federal environmental standards including EPEAT®-registered criteria, Buy American requirements, and prohibitions on ozone-depleting substances and high global warming potential chemicals, while also complying with DOSAR provisions for diplomatic security and Executive Order 13693 on energy efficiency. Contractors must adhere to labor standards provisions, including prevailing wage requirements, employment eligibility verification via E-Verify, anti-trafficking measures, and privacy safeguards for personally identifiable information. A unique Department of State acquisition regulation clause addressing unbiased AI and LLM transition requirements applies, necessitating documentation and support for any AI systems used in contract performance. Offerors must identify their small business status and any applicable socioeconomic designations, and are required to submit a list of clients from the past two years to demonstrate relevant experience. Payment will be processed by the U.S. Embassy’s Financial Management Office at the delivery location, with invoices submitted in triplicate to the address listed in Block 18b of the SF-1449. No contract value estimate is provided due to the absence of unit pricing or extended price figures on the SF-1449, and no options are included. The contracting officer is Thad Ball, with the IPC Section designated as the Contracting Officer’s Representative.
