AI Contract Overview
The solicitation issued by the U.S. Embassy in Pristina under number 19KV4226Q0006 calls for quotations for the purchase and delivery of a single hybrid motor vehicle (SUV) for the Local Guard Force (LGF). This firm-fixed-price purchase order requires the contractor to furnish and deliver the hybrid vehicle to the embassy in Pristina, Kosovo, inclusive of all costs such as labor, materials, and transportation. The award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation, where quotations are assessed on a pass/fail basis for technical acceptability and responsibility according to FAR 9.1 standards, with price being the sole tie-breaker among compliant submissions. Offerors are mandated to be registered in the System for Award Management (SAM) and must provide a completed SF-1449 form alongside sections on pricing, representations and certifications, proof of SAM registration, and any other required documentation. Quotations must be submitted by May 28, 2026, either physically mailed in a sealed envelope or electronically via email, with no extensions permitted. The contract incorporates a range of Federal Acquisition Regulation (FAR) clauses emphasizing ethical conduct, labor standards, cybersecurity, privacy, trafficking prevention, and compliance with Buy American Act preferences. Delivery terms specify FOB destination to the U.S. Embassy Pristina, with a performance period scheduled within 60 days of contract award. Invoicing instructions require submissions of original and two copies to the embassy’s financial management office in Kosovo. While no detailed vehicle specifications or packaging requirements are explicitly delineated in the available materials, the solicitation stipulates that all contract conditions, including environmental compliance and labor laws, must be met. Contract administration will be overseen by Contracting Officer Thad Ball, with procurement inquiries directed to Burim Buza. The absence of contract options or key personnel provisions, combined with the specialized location and stringent adherence to standard federal clauses, underscores the acquisition’s focus on timely delivery of a compliant commercial hybrid vehicle to support embassy security operations.
