Delivery is required within 20 days after order placement to the destination in Great Falls, Montana, with FOB Destination terms placing full transportation and risk responsibility on the contractor. The item is subject to strict export control under ITAR or EAR, governed by DFARS 252.225-7048, restricting access to DLA contractors who hold US/Canada Joint Certification Program certification, have completed mandatory DLA export control training, and have been formally approved for handling such technical data—applying equally to U.S. and foreign entities, including subsidiaries and foreign nationals within the United States. Inspection and acceptance occur at destination under FAR 52.246-2, with zero non-conformances required in sampled lots, governed by MIL-STD-1916 and ASQ Z1.4 standards. The contract mandates compliance with cybersecurity requirements including NIST SP 800-171 via DFARS 252.240-7997, safeguarding covered defense information under 252.204-7012, and prohibits use of covered telecommunications equipment under 252.204-7018, alongside restrictions on hazardous materials such as hexavalent chromium and toxic waste disposal. Contractors must use Wide Area WorkFlow for electronic invoicing and payment requests, and must certify compliance with employment eligibility, anti-trafficking, equal opportunity, and sustainable product standards. All offers are submitted through DIBBS by June 3, 2026, and the solicitation requires affirmative representations regarding small business status, UEI and CAGE codes, and disclosure of controlled equipment under 252.204-7016.
