Mowry Village Project

The Mowry Village Project is a development initiative by the City of Newark, California, located at 7400 and 7550 Mowry Avenue. The project involves the transformation of a 29-acre site, currently occupied by a Pick-n-Pull auto part and scrap metal salvage lot, into a residential community. The scope of work includes the demolition of existing structures, such as a 13,000-square-foot warehouse and associated offices, and the remediation of the site through the removal of approximately 39,000 cubic yards of contaminated soil and debris. The final development will consist of 203 housing units, comprising 196 single-family market-rate homes and 31 multi-family affordable housing units, along with infrastructure improvements including ADA-compliant sidewalks, underground utilities, and drainage systems. The project has undergone extensive environmental review in compliance with the California Environmental Quality Act, culminating in a Final Environmental Impact Report and a Notice of Determination. Key technical assessments have addressed transportation impacts, cultural resource preservation, and the realignment of a water pipeline. While the project was approved by the City of Newark, the San Francisco Bay Regional Water Quality Control Board has raised concerns regarding wetland delineations and stormwater management. The development must adhere to the Newark Areas 3 and 4 Specific Plan and includes specific safety requirements for pedestrian crossings and gate signals as mandated by the Newark Municipal Code and UPRR.
