MPA 506 Open Enrollment is a Master Price Agreement established by the State of Rhode Island to create a qualified list of vendors for the purchase, inspection, preventative maintenance, and repair of landscaping, snow removal, and other maintenance equipment. Primarily serving the Rhode Island Department of Transportation and other state agencies, the scope includes tractors, ride-on mowers, trailers, and various power tools. This is a quarterly open enrollment process reviewed every 90 days. Awards are made on a pass/fail basis, and the state intends to make multiple awards to ensure statewide coverage and to distinguish between warranty and non-warranty work. Qualified vendors must provide detailed labor rates for standard, overtime, and road services, as well as percentage discounts for equipment, accessories, and OEM parts. All services must adhere to manufacturer specifications and industry standards, with a mandatory test drive and safety inspection required before equipment is returned to service. Invoicing is strictly regulated, requiring work order authorization numbers, duplicate submissions, and detailed itemization of parts and fluids. Additionally, prime contractors must comply with Minority Business Enterprise participation goals, ensuring a minimum of 15 percent of the procurement value is awarded to certified MBE, WBE, or VBE businesses, with mandatory monthly reporting to the MBE Compliance Office.
