The contract pertains to a grant opportunity issued by the Minnesota Pollution Control Agency (MPCA) aimed at expanding organics recycling participation among residents of multifamily buildings throughout Minnesota. The primary objective is to fund pilot projects or programs that either introduce new access points for organics recycling or enhance participation levels at existing facilities, thereby reducing the volume of organic waste sent to landfills or incineration. Applicants are required to develop detailed work plans that specify actions to increase access or engagement, include measurement and evaluation strategies to assess project outcomes, and incorporate educational components targeted at residents. The grant program emphasizes the importance of innovative initiatives rather than the continuation of existing programs without new activities, and it offers funding ranging from $15,000 to $200,000, with a mandatory minimum 20% match contribution. The application process is managed through the SWIFT e-supplier Portal, with a submission deadline of September 25, 2025, and applicants must adhere to specific procurement and compliance requirements outlined in the associated grant agreement template. The overall funding pool for FY26 is approximately $563,350, and projects are expected to align with the program’s goals of increasing access and participation in organics recycling, thereby supporting environmental sustainability efforts across the state. The contract documentation includes detailed budget breakdowns, stipulations for project execution, and compliance with state procurement laws, particularly for projects exceeding $25,000. The grant agreement template specifies the contractual obligations of the grantee, including invoicing procedures, matching fund requirements, and adherence to bidding and vendor certification standards. This comprehensive framework ensures that funded projects are effectively managed, measurable, and aligned with the MPCA’s environmental objectives to promote sustainable waste management practices in Minnesota’s multifamily housing sector.

Full Description

Full Event Name: Statewide Organics Recycling for Multifamily Buildings Grant
The Minnesota Pollution Control Agency (MPCA) seeks proposals for pilot projects or programs that expand participation in organics recycling by residents of multifamily buildings in Minnesota. The goal of this grant program is to increase multifamily residents’ access to organics recycling throughout the state by funding pilot projects or programs at multifamily residential buildings. Expanding access to, and participation in, organics recycling at multifamily residences will reduce the amount of organic material being landfilled or incinerated. Project workplans must include 1.) specific actions to either expand access to residents or buildings without current access to organics recycling, or to increase participation at buildings with existing organics recycling programs; 2.) a plan for measuring and evaluating the results of the project, and 3.) an educational component directed towards the residents who will be participating in the program. Funding the continuation of an existing multifamily organics recycling program without including any new actions that the program is not already engaged in is not an eligible use of funds.
