AI Contract Overview
The Minnesota Pollution Control Agency (MPCA) is seeking proposals from qualified responders to conduct a comprehensive waste characterization study focused on municipal solid waste (MSW) within Minnesota. The primary objective is to analyze waste streams at facilities serving both the Twin Cities Metropolitan area and Greater Minnesota, with data collection occurring across different seasons to capture variations in waste composition. The study aims to generate statistically significant data on the proportion of various waste components, identify regional and seasonal differences, and provide detailed insights into waste characteristics. This information will support the MPCA, local governments, and industry stakeholders in understanding current waste streams and identifying opportunities for source reduction, reuse, recycling, composting, anaerobic digestion, and other diversion strategies. The project emphasizes adherence to industry best management practices to ensure accurate and reliable results, which will inform long-term planning efforts. The contract, with a value estimated between $500,000 and $1,500,000, requires a detailed approach to data collection and analysis, ultimately enabling targeted waste diversion initiatives. Responders are expected to address any exceptions to the state's terms and conditions through a formal process outlined in the solicitation documentation. The MPCA’s designated point of contact for this project is Christina Sundgaard, and interested parties can find additional information through the provided online portal. The study’s outcomes will be instrumental in guiding future waste management policies and programs aimed at reducing disposal volumes and enhancing sustainability efforts across Minnesota.
