Researchers from Emory University and University College London are collaborating on a project titled Quantifying Utilizable Entanglement in Chemistry from First Principles, funded by the National Science Foundation under an NSF-UKRI lead agency opportunity. The initiative aims to establish fundamental principles for designing molecules as tunable quantum systems for sensing and information processing by focusing on utilizable entanglement. This is defined as quantum correlations that are chemically accessible, robust, and connected to observable properties. The team will utilize theoretical models and first-principles quantum chemistry to determine how entanglement influences chemical reactivity, selectivity, and spectroscopy. The project is structured around three primary goals: developing multicomponent theoretical models for various molecular degrees of freedom, identifying chemical signatures of quantum correlation through entanglement witnesses, and creating computational approaches for molecular design using extended polyaromatic hydrocarbons. Beyond the core research, the project will produce open-source software and web-based educational materials to bridge the gap between quantum information concepts and chemistry for students and researchers. The award was granted based on its intellectual merit and potential for broader impacts.

Full Description

Researchers from Emory University along with their collaborators at University College London in the United Kingdom are developing new ways to understand and use quantum entanglement in molecules. Molecules are governed by quantum mechanics, but it is often unclear which fundamentally quantum phenomena are strong enough, long-lived enough, and controllable enough to affect chemical properties. This project is establishing the fundamental principles needed to design molecules as chemically tunable quantum systems for sensing, information processing, and other quantum technologies, while enabling new strategies for controlling chemical behavior through quantum phenomena. The research will focus on entanglement, a form of quantum correlation that cannot be explained by classical probability alone. The research team will use theoretical models and first-principles quantum chemistry methods to identify when entanglement in molecules can be detected, sustained, and connected to measurable properties. Their discoveries could establish design principles for molecules in which quantum correlations influence reactivity, selectivity, and spectroscopy. The project will also create web-based educational materials and open-source software to help students and researchers connect quantum information concepts with chemistry. This award is made under the NSF-UKRI lead agency opportunity. The project will introduce the concept of utilizable entanglement in chemistry, defined as quantum correlations that are chemically accessible, robust under realistic conditions, amenable to control, and connected to observable properties. The researchers will pursue three linked goals. First, they will develop multicomponent theoretical models for entanglement among electrons, protons, photons, phonons, excitons, and related molecular degrees of freedom, including fermion-fermion and fermion-boson Hamiltonians. These models will be used to determine how multipartite entanglement emerges and how it changes with temperature, environmental coupling, and molecular parameters. Second, the team will develop methods to identify chemical signatures of quantum correlation, including automated subsystem partitioning, entanglement witnesses based on experimentally accessible observables, and measures of entanglement strength. Third, the researchers will create computational approaches for molecular design by extending quantum chemistry methods to compute entanglement metrics and by applying them to extended polyaromatic hydrocarbons. These studies will connect polyradical character, spin entanglement, and the singlet-triplet gap, providing a test case for using quantum information measures to guide molecular design. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. The government may provide Government Furnished Software for specific technical areas, and all research must comply with National Industrial Security Program standards for the protection of classified information.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.
