Researchers from Columbia University and the University of Cambridge are collaborating on the REACT-Q project to develop platforms for transferring quantum entanglement from light to molecules. By creating hybrid light-matter states called polaritons using on-chip silicon photonic waveguides, the team aims to efficiently transfer and preserve quantum resources within molecular excitations. This research focuses on quantifying and optimizing the duration of quantum properties to advance molecule-based quantum hardware and enable new methods for controlling chemical reactions. The project utilizes a synergy between Columbia's expertise in ultrafast imaging of polariton transport and Cambridge's specialization in quantum light metrology. The team will employ both classical and non-classical light, including entangled photon pairs, to characterize polariton coherence and track the propagation of quantum correlations through photochemical pathways. Funded under an NSF-UKRI lead agency opportunity, the initiative also emphasizes training scientists at the intersection of quantum information science and chemistry through dedicated workshops.

Full Description

Researchers from Columbia University, along with their collaborators at the University of Cambridge in the United Kingdom, are developing platforms to reliably transfer quantum entanglement from light to molecules. Entanglement is central to next-generation quantum technologies, including quantum computers and sensors. While readily controlled in light-based platforms, entanglement is difficult to realize and preserve in molecules and materials that are the foundations of modern quantum hardware. The research team will develop highly controlled light–molecule interfaces that form hybrid light-matter states known as polaritons. This hybridization allows quantum resources prepared in light to be efficiently transferred and preserved in molecular excitations through the polaritonic state. The team will quantify and optimize the time over which polaritons maintain quantum properties such as entanglement. Their discoveries could facilitate the adoption of molecule-based quantum hardware and enable new schemes for quantum control of chemical reactions. The project will train scientists in the emerging interface of quantum information science and chemistry, and it will bolster the community working at this interface through focused workshops organized at Columbia and Cambridge. This award is made under the NSF-UKRI lead agency opportunity. The team will leverage highly controlled, on-chip silicon photonic waveguides clad with molecular materials under strong light-matter coupling. The project features a synergistic collaboration between Columbia University specializing in ultrafast imaging of polariton transport, and Cambridge University specializing in quantum light metrology. Waveguide polaritons will be characterized with state-of-the-art spatiotemporal measurements using classical light, extracting lifetimes, velocities, and coherence lengths to identify systems that optimize polariton coherence. Non-classical light – including entangled photon pairs and bright squeezed vacuum – will then quantify the evolution of quantum correlations in the polaritons and establish the limits of entanglement transfer from light to matter. These capabilities will be applied to model chemical processes to track how quantum correlations propagate and dissipate through a photochemical pathway. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.
