MS DYNAMICS 365 – APPLICATION DEVELOPMENT RESOURCES DIGITAL PLATFORM FOR THE GRANTS AND CONTRIBUTIONS INFORMATION MANAGEMENT SYSTEM (GCIMS)

Housing, Infrastructure and Communities Canada is seeking qualified contractors to provide application development resources for the design, development, testing, and deployment of the Grants and Contributions Information Management System (GCIMS) using Microsoft Dynamics 365 and the Microsoft Power Platform. The work involves implementing approved business processes, translating functional requirements into technical specifications, delivering functional design recommendations, advising on coding standards and emerging technologies, and migrating legacy data and functionality to the new system. Contractors must supply skilled personnel including an Application/Software Architect (Level 3), Programmer/Analysts (Level 3 and Level 2), and a Database Modeller (Level 3), all with demonstrated experience in Microsoft Dynamics 365 and Power Platform solutions. The contract is structured under the Task-Based Informatics Professional Services Supply Arrangement and is restricted to Tier 1 holders qualified in the National Capital Region. The base period of performance is one year with two optional six-month extensions, potentially extending the contract to two years depending on funding and performance. All personnel must obtain and maintain Reliability Status clearance and the contractor must hold a valid Designated Organization Screening under Common PS SRCL #6, though clearance does not need to be held at time of submission but must be secured prior to performance. The contract is governed by international trade agreements including CETA, CPTPP, NAFTA, WTO GPA, and CFTA, and submissions may be made in either English or French. No contract value is specified, as pricing is based on pre-negotiated TBIPS rate schedules. The place of performance is the National Capital Region, and proposals must be submitted directly to the Contracting Authority via email. The solicitation is open exclusively to existing supply arrangement holders, with no public bidding process, and debriefings are available upon request within 15 working days of award notification.
