The scope of work involves reconstructing the outer 8 feet of travel lanes as concrete separated bike lanes, milling and overlaying the center of the roadway, replacing existing sidewalks in-kind, and constructing two blocks of 5-foot-wide sidewalk infill. Additional requirements include storm sewer and traffic signal improvements, as well as the installation of permanent retro-reflectorized cold preformed plastic pavement markings. The contractor must coordinate concurrent relocation efforts with AT&T and Black Hills Energy, who are permitted to operate within the contractor's temporary traffic control. The project must reach substantial completion within 340 calendar days and final completion within 365 calendar days of the Notice to Proceed. Bids are evaluated based on total cost, bidder resources, experience, financial standing, and the ability to obtain necessary bonding and insurance. Special emphasis is placed on Disadvantaged Business Enterprise (DBE) good faith efforts. Compliance with the Davis-Bacon and Related Act, the Buy America requirement for domestic iron and steel, and various ASTM and NSF standards for materials is mandatory. Addendum #4: Addendum 4 - Bid item 32 "PAVEMENT MARKING, PTP, BICYCLE CHEVRON" with a quantity of 34 in the original Signed Plans and 12 in Addendum No. 2 is intended to include both bus stop chevrons and chevrons shown in the Signed Plans where the bike lane crosses a commercial driveway without green conflict markings. For example, see chevrons at bicycle lane commercial driveway crossings on sheet 70 of the Signed Plans in the southbound bike lane north of 19th Street. The quantity of 34 in the original Signed Plans was correct for the chevrons in the commercial driveway locations and the chevrons there are per the Standard Detail on sheet 79 of the Signed Plans. However, as noted in Amendment No. 2 there are also two chevrons per raised bicycle lane through the bus stop zones, and six total bus stops configured this way, for a total of 12 chevrons at the bus stops. These 12 chevrons were inadvertently not tabulated in the Recapitulation of Quantities table on Sheet 4 of the original Signed Plans. Therefore, the quantity for Bid Item 32 "PAVEMENT MARKING, PTP, BICYCLE CHEVRON" is 46 , not 34 as shown tabulated in the original Signed Plans and not 12 as shown in Addendum No. 2. A revised Proposal Page P4 of the contract is provided with Addendum No. 4, and bidders shall use the revised Proposal Page P4 in their bid submission replacing Page P4 in the Specifications and Contract Documents. Addendum No. 4 includes a revised Sheet 4 from the Signed Plans. Attachments: MS1-00005_Addendum_No._4.pdf

Attachments: MS1-00005_Addendum_No._5.pdf
Addendum #6: Addendum 6 - The bid closing date has been extended to November 10th, 2026 3:30pm to ensure fully compliance with all Federal parties. Please use the See What Changed link to view all the changes made by this addendum.
