NASA's George C. Marshall Space Flight Center (MSFC) intends to enter into a sole source contract with Huntsville Emergency Medical Services Inc. (HEMSI) to provide critical emergency medical services at its facility in Huntsville, Alabama. The contract covers a five-year period from November 1, 2019, through October 31, 2024, and is structured as a firm-fixed-price agreement. Services include advanced life support emergency medical response, ambulance transport, first responder support, and management of the Automated External Defibrillator (AED) program. This contract is justified under federal acquisition regulations that allow sole source procurement when only one responsible source can meet the agency’s specialized needs without causing unacceptable delays. In this case, HEMSI is the original provider of these highly specialized emergency medical services, and switching providers could jeopardize timely and effective response capabilities. The arrangement is designed to ensure uninterrupted and reliable emergency medical coverage essential for the safety of personnel and operations at MSFC. The contracting officials overseeing this agreement are designated points of contact for any related inquiries.

NASA, George C. Marshall Space Flight Center (MSFC) plans to negotiate with Huntsville Emergency Medical Services Inc. (HEMSI), 2700 6th Ave. SW Huntsville AL., as a sole source provider for continued emergency medical services at MSFC, located in Huntsville, Alabama. The period of performance is from November 1, 2019, through October 31, 2024. The Firm-Fixed-Price (FFP) Contract provides for advanced life support emergency medical services, ambulance transport, first responder support, and Automated External Defibrillator (AED) program management. This recommendation is made pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) when an agency's needs for supplies or services are available from only one responsible source and no other source will satisfy Agency requirements and 10 U.S.C. 2304(d)(1 )(B), unacceptable delays in fulfilling the Agency's requirements. In accordance with FAR 6.302-1 (a)(2)(iii), services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency's requirements.
