Description:


The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Modification to Indefinite Quantity Indefinite Delivery (IDIQ) Contract N00421-24-D-0015 with GE Aviation Systems, LTD, (GEAS) Cheltenham, Gloucestershire, GL52 8SF UK to increase the Contract Ceiling value by adding two (2) Non-Recurring Engineering CLINs in support of a Display Head Assembly (DHA) upgrade resulting from obsolescence, and to provide technical support including, but not limited to: logistics, engineering, testing of operating software installed as developed for use by the Government, and to update the CH-53K configuration table and source code correction in addition to providing lab, ground, flight test and reach back support as required.



This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.  GE Aviation Systems, LTD is the original developer and manufacturer of the Common Electronic Standy-By Indicator (CESI) and retains all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system.


THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with GE Aviation Systems, LTD.  All responsible sources may submit a capability statement, proposal, or quotation, to be considered by the agency to Kassidy Cross at kassidy.a.cross.civ@us.navy.mil. However, no contract will be awarded solely on the basis of offers received in response to this presolicitation notice.
