The Naval Air Systems Command plans to modify contract N00019-08-C-0058 with Alliant Tech Systems (ATK) to design and install a viewing port in the rocket motor of the Multi-Stage Supersonic Target (MSST). This viewing port will enable observation of the rocket motor's safe/arm indicator switch using a common test tool. ATK, as the sole designer, developer, and producer of the MSST, is uniquely qualified to perform this work due to its exclusive access to proprietary information and experienced personnel familiar with the system. The MSST is currently in its Engineering, Manufacturing, and Development phase, highlighting the importance of maintaining continuity in development. The modification is not a request for proposals, emphasizing ATK's sole source status to complete the task within the required timeframe. The work will be performed in Woodland Hills, California, under the administration of the Naval Air Systems Command based in Patuxent River, Maryland. Contract specialists Francis Fisher and Jamie D Billig serve as points of contact for this action. This initiative falls under the NAICS code 336414, related to aerospace product and parts manufacturing, reflecting the technical nature of the contract and the strategic importance of the MSST program.
