MT WALKER NORTH RESTROOM DECOMMISSIONING. OLYMPIC NATIONAL FOREST

This contract is a combined synopsis and solicitation for commercial items under FAR Part 12, issued as Request for Quotation 1240BD26Q0055 by the USDA Forest Service Olympic National Forest for the decommissioning of two single-seat vault restrooms located at the North View Point of Mt. Walker in Washington, approximately three miles south of Quilcene. The scope of work requires the complete demolition and off-site disposal of the existing restroom structures, filling the vaults with certified weed-free material, and rehabilitating the disturbed ground to restore the site to its pre-demolition condition. All equipment and vehicles must be cleaned of invasive species, seeds, grease, and oil before entering federal lands, and the contractor must install and maintain public safety barriers throughout the work. The contract is a Firm-Fixed Price award with a Total Small Business Set-Aside under the NAICS code 238910, with a small business size standard of $19.0 million. The period of performance is from June 15, 2026, to September 30, 2026, with deliveries governed by FOB Destination terms. Offerors must submit a single PDF containing a completed SF-1449 form with a Unique Entity ID in Block 17a, the provided Schedule of Items, past performance documentation, and acknowledgment of any SF-30 amendments; no additional or unrequested materials are permitted. Award will be based on a best-value approach, with pass/fail gates for price responsiveness, price reasonableness, and acceptable or neutral past performance; tradeoffs will not be conducted. Contractors must comply with numerous mandatory representations and certifications, including prohibitions on internal confidentiality agreements, anti-trafficking requirements, Buy American provisions, and material conditions related to Executive Orders 14168 and 14173, as well as compliance with Federal anti-discrimination laws under AGAR 452.203-70. Failure to meet any of these requirements will result in disqualification. The contract administration office is USDA-FS CSA Northwest 2 in Portland, Oregon, and invoices must be submitted per Block 18a instructions.
