Multi-Agency HazMat Exercise

The Napa County Office of Emergency Services and the Emergency Medical Services Agency are seeking a qualified contractor under solicitation OES082601 to design, plan, implement, and evaluate a multi-agency exercise focused on multi-casualty incidents and large-scale patient movement during a violent offender event involving hazardous materials. The exercise will specifically center on an intentional hazardous materials attack targeting an election-themed gathering. The scope of work includes the development and delivery of one to two tabletop exercises between February and April 2026, followed by a full-scale exercise. All planning and execution must adhere to the Homeland Security Exercise and Evaluation Program standards, with final deliverables including a draft and final After-Action Report and Improvement Plan. The anticipated completion date for all training is May 31, 2027. The contract is subject to a strict price ceiling of 80,000 dollars, and proposals exceeding this amount will not be considered. Selection will be based on the best value provided to the County, with a focus on the firm's capability and breadth of experience. Because the project involves FEMA funding, the contractor must comply with extensive federal regulations, including 2 CFR 200, the Davis-Bacon Act, and Equal Employment Opportunity requirements. Mandatory certifications regarding lobbying and debarment are required. Additionally, all deliverables must meet ADA, Section 508, and WCAG 2.1 Level AA accessibility standards.
