The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Lockheed Martin Rotary and Mission Systems (LM RMS) in Moorestown, New Jersey, in support of system engineering efforts for early start efforts, including the Combat System (CS) advance studies and planning, in support of the baseline development for current and future international partners employing AEGIS during FY 2022-27. The anticipated contract will be awarded in or around calendar year 2022. The contractor must have expert knowledge of the International AEGIS Weapon System (AWS) baseline and all engineering support activities to include CS advance studies and planning, capabilities performance and assessment, refactoring of software code, initial software coding development, and laboratory facility designing in support of the baseline development. LM RMS is the only contractor with detailed knowledge of and experience with the AWS design as configured aboard the International Partner AEGIS Class ships. The International Partner AEGIS customers have directed that LM RMS be the sole source provider for the above efforts in accordance with 10 U.S.C 2304(c)(4). For future requirements not currently covered by 10 U.S.C 2304 (c) (4), LM RMS is the only qualified source with the requisite engineering expertise and support capabilities to perform the required engineering support activities without significant disruption to the program schedule, therefore will be the sole source provider in accordance with 10 U.S.C. 2304 (c) (1). This announcement is published for information purposes only. Companies interested in subcontracting opportunities should contact Lockheed Martin RMS directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within the dates of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this IDIQ and subsequent IDIQ orders based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only and for the benefit of potential subcontractors. Companies interested in subcontracting opportunities must contact LM RMS directly.

USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) Request for Proposal(s)
Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. Proposals must be submitted via the PIEE Solicitation Module by November 9, 2026, divided into a Price Volume and a Technical Volume. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.

Solicitation # N0002427R4452
Navsea HQ is conducting market research under solicitation N0002427R4452 to identify capable sources for the Shipboard Air Conditioning Plant System Sustainment Plan (SSP). This initiative aims to standardize and scale the sustainment of centrifugal, reciprocating, and rotary air conditioning plants for U.S. Navy surface ships worldwide.
