Full Description

This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and in accordance with FAR Part 15, Competitive Negotiated Acquisition Procedures. The Department of the Air Force, Minot AFB, North Dakota, intends to issue a Request For Proposals (RFP), FA4528-09-R-0024, for a competitive Multiple Award Construction Contract (MACC). The contracts awarded under this competition using Past Performance-Price Trade-Off (PPT) source selection procedures will be Indefinite Delivery-Indefinite Quantity (IDIQ) with specific construction projects awarded under competitive firm-fixed price delivery orders based upon Government-provided design. The term of the contracts will include a basic year with four (4) one year options. Successful offerors will compete for individual projects based upon a Government-provided design varying from 35% to 100% complete. Approximately five (5) IDIQ MACC contracts will be awarded. This solicitation is a 100 percent small business setaside. Status as a qualfified small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 121 according to NAICS 236210 and 237110. The final solicitation will include one fully designed, unfunded "SEED" project. While the primary intent of the "SEED" project will be used for price evaluation under the PPT source selection procedures, the Government reserves the right to award the project without discussion should funds become available within the 90-day bid acceptance period. The North American Industry Classification Code (NAICS) 236210 and 237110 are applicable to this solicitation. The size standard for both NAICS is $33.5 million. The project magnitude for individual delivery orders will range between $100,000 and $1,500,000 with a five year maximum of $45,000,000. The anticipated RFP issue date has not been determined but will be no sooner than 15 days after this posting date. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website by searching the solicitation number. Paper copies will not be available. In order to submit a proposal, you must be registered at the Central Contractor Registration (CCR) website at http://www.ccr.gov and use of a Dun and Bradstreet (DUNS) and Federal Tax Identification Number (TIN) is required.
