Multiple Award Task Order Contract (MATOC) Healthcare Facility Construction, Repair, and Renovation Services, California

The Department of Defense, through the W075 Endist Los Angeles, is conducting market research via a Sources Sought Notice to establish a Multiple Award Task Order Contract (MATOC) for comprehensive healthcare facility construction, repair, and renovation services across California. This Indefinite-Delivery/Indefinite-Quantity (IDIQ) vehicle will support government-owned and operated facilities in metropolitan, rural, remote, and secure locations. The scope of work includes new construction, additions, alterations, and modernization, with a heavy emphasis on specialized healthcare systems such as medical gas, nurse call, healthcare-specific HVAC, emergency power, and life safety systems. Certain task orders may also utilize a design-build delivery method requiring architectural and engineering services. Contractors must demonstrate expertise in managing construction within occupied healthcare environments, specifically regarding infection control, HEPA filtration, and negative-air environments. Compliance with stringent standards is required, including California Department of Health Care Access and Information (HCAI) and Department of Public Health regulations, as well as NFPA, National Electrical Code, Life Safety Code, and Facility Guidelines Institute (FGI) guidance. The contract will adhere to Davis-Bacon or applicable prevailing wage requirements. While the government has not yet determined the final contract value, duration, or specific socioeconomic set-aside strategy, interested firms are requested to provide their capabilities, bonding capacity, and relevant project experience within the past six years to inform the final acquisition strategy.
