Multiple “Catalytic Sites” Yuba City, CA For Development

The City of Yuba City is seeking expressions of interest from qualified firms, investors, and developers for the mixed-use development of catalytic sites located in the Market Place District, Triangle Site, and 2nd Street District. This Request for Information is intended for planning, qualification, and information purposes to identify potential partners capable of executing multi-phase, master-planned developments featuring retail, research and innovation housing, commerce, hospitality, public spaces, and community amenities. The city is interested in various transaction structures, including land purchases, ground leases, joint ventures, or public-private partnerships. Responses are due by November 30, 2026, and must be submitted electronically via Public Purchase or email to Doug Libby, the Director of Development Services. Evaluation will be based on the respondent's financial capacity, organizational qualifications, and project approach, specifically their ability to manage complex asset types.
