The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey, intends to issue a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of multiple support equipment items. These items are in support of the FMS Israel SH-60F Helicopter Program. 


This solicitation is being issued as a 100% Small Business Set-Aside in accordance with FAR Part 19.


In accordance with the attachments in this solicitation, the submitted proposal must be accompanied by all supporting data and facts used to develop the proposal that are accurate, current, and complete, to allow Government evalautors to make their independent assessments. 


A proposal received without sufficient supporting data and rationale, such as inadequate cost/pricing data, will delay the procurement award and/or will result in the proposal being rejected by the Procuring Contracting Officer (PCO). 


In the event that the Contractor or any of its subcontractors have non-complying existing deficiencies, the Government requests that these deficiencies be reported to the PCO as soon as they are known.


Technical Data Package and Export Control Requirements


***This effort requires access to the Technical Data Package (TDP). All requests for the TDP shall be requested from the Government via email at Christopher.d.brake5.civ@us.navy.mil no later than 1:00 PM EST on 17 September 2026, and shall be accompanied by a valid and currrent DD2345. 


***This Solicitation includes DFARS 252.204-7025, Notice of Cybersecurity Maturity Model Certification (CMMC) Requirements. The Technical Data Package contains Controlled Unclassified Information (CUI). Offerors must obtain access to the CUI Drawing Package to prepare a proposal. Proof of CMMC Level 2 (self-assessment) certification is required to request access to the Technical Data Package. 


***Proposals submitted should be in accordance with the attached document titled, "CLIN STRUCTURE". Proposals submitted to the Government not in accordance with the attachment, "CLIN STRUCTURE" will not be subject for Government evaluation/consideration of this requirement. 


***Proposals shall be submitted no later than 01 October 2026 at 1:00 PM EST to Christopher Brake.
