AI Contract Overview
The U.S. Embassy Kyiv plans to award a firm-fixed price purchase order valued at approximately $16,000 to Multistack, LLC for the procurement of original spare parts required for its installed Multistack chillers. This action is being taken under a sole source procurement justification, as only the original equipment manufacturer (OEM) parts from Multistack are compatible with the existing equipment and necessary to ensure reliable and safe operation of the Embassy’s cooling systems. These systems are vital for supporting mission-critical operations, and using non-OEM or alternative components could compromise equipment performance and potentially cause costly downtime or damage. The procurement is set to be finalized on or about September 10, 2025, under the authority of FAR 6.302-1, which allows for sole source awards when only one supplier is capable of meeting agency requirements. The contract is classified under NAICS code 333415, relating to the manufacturing of commercial and industrial refrigeration equipment. While this notice is not a request for competitive proposals, the Agency states that capability statements from potential vendors will be considered; however, it retains the sole right to determine if competition is viable. The primary contacts for this procurement are Mark Ananka and Svitlana Podrubenko at the U.S. Embassy Kyiv.

Full Description
This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source Purchase Order and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Background: The U.S. Embassy Kyiv requires the procurement of original spare parts for its existing Multistack chillers. These chillers are currently installed at the Embassy and are essential for maintaining the cooling systems that support mission-critical operations. To ensure operational compatibility and reliable performance, only original equipment manufacturer (OEM) spare parts from Multistack can be used for repairs and maintenance.
The specific components required are proprietary to Multistack and are not available through other manufacturers or authorized distributors. Equivalent parts from other brands are not compatible with the Embassy’s chiller systems and may compromise the performance, safety, and integrity of the equipment. The use of non-OEM parts could result in system malfunction, costly damage, or extended downtime, directly impacting Embassy operations.
The U.S. Embassy Kyiv intends to issue a firm-fixed price purchase order to Multistack, LLC, on or about September 10, 2025. The estimated total award amount is $16,000.00.
