The Municipal District of Pincher Creek No. 9, in collaboration with the Village of Cowley, is inviting qualified engineering firms to submit proposals for conducting a comprehensive Regional Facilities Management Strategy focused on assessing the condition of approximately 35 to 40 public facilities across both jurisdictions. These facilities vary in size and complexity, and the project will involve detailed evaluations to identify deficiencies, determine remaining life expectancy, and establish budgeted replacement costs. The mandate also includes exploring opportunities for regional collaboration to improve efficiency and resource sharing, a critical consideration given the limited in-house capacity of both municipalities, which rely heavily on external contractors for facility operations and capital projects. All work must align with the requirements of the Alberta Community Partnership grant that is funding the initiative. The solicitation, identified as AB-2026-03722, requires firms to submit formal proposals by May 29, 2026, with evaluations based on technical merit and overall suitability for the scope. The project will be managed by the MD's Contracting Authority, David Desabrais, and responses must be submitted through the designated government procurement portal. While the notice lists the agency as the Government of Canada, the actual contracting entity is the Municipal District of Pincher Creek No. 9, located in southwestern Alberta near the Rocky Mountain foothills. The selected consultant will be responsible for delivering a full regional strategy that meets funding obligations and supports long-term infrastructure planning for both municipalities, ensuring transparent, data-driven decisions for facility management and capital investment over time.
