Municipal Legal Counsel

The Township of North Brunswick is soliciting proposals under solicitation number PRO27003 to engage a Township Attorney to serve as Municipal Legal Counsel for the 2027 calendar year. This procurement is conducted as an extraordinary unspecifiable service in accordance with N.J.S.A. 40A:11-4.1a and the Local Public Contracts Law. The total authorization for these services is not to exceed 280,000.00 dollars for the year. Proposals must be submitted online by November 13, 2026, and will be evaluated based on a ranking system considering the respondent's understanding of the scope of work, experience and qualifications of the team, company history, and agreement to the pricing model. The selected professional will be compensated via blended hourly rates of 175 dollars for partners and associates and 95 dollars for clerks and paralegals, with invoices rendered monthly. The contractor is required to notify the Township when 70 percent of the encumbered funds have been expended to determine if additional funding is necessary. Compliance requirements include adherence to the New Jersey prevailing Wage Act, the Americans with Disabilities Act, HIPAA confidentiality standards, and affirmative action regulations. Additionally, vendors must certify they are not engaged in prohibited activities in Russia, Belarus, or Iran and are not listed on the OFAC Specially Designated Nationals list. In the event of a public emergency, the contractor agrees to extend the terms of the agreement for up to six months if requested by the owner.
