Municipal Marshals

The City of New Haven is soliciting proposals under RFP 2027-RFP-402 to select up to fifteen qualified, currently appointed Connecticut state marshals for its annual Municipal Marshals List. Selected marshals will provide legally compliant service of process for city departments, including the delivery of subpoenas, summonses, complaints, writs, executions, and municipal personal-property tax warrants, as well as building, housing, health, and zoning notices. The contract has an initial term of one year with two optional one-year extensions. While the City provides a specific fee schedule—including rates for foreclosures, legal document service, and a 15 percent commission on tax warrants—selection for the list does not guarantee a minimum number of assignments or compensation. Proposals must be submitted electronically by October 13, 2026, and divided into separate technical and price volumes. Evaluation is based on total average points from a selection panel, with specific consideration given to bilingual availability. Qualified candidates must provide evidence of a statutory bond per CGS 6-39, commercial general liability insurance of at least 1 million dollars per occurrence, and personal liability insurance. Additionally, marshals must adhere to strict compliance standards, including Executive Orders 11246 and 11375, and provide a notarized disclosure form and IRS Form W-9. Performance is monitored via a Vendor Performance Report assessing quality, communication, and scope adherence.
