Solicitation # AOCACB26R0052
Solicitation No. AOCACB26R0052 is a full and open, competitive best-value procurement issued by the Architect of the Capitol for a Management Capacity Study. The project requires a contractor to evaluate the agency's ability to manage large-scale programs, specifically focusing on the HOB project. The scope of work includes an organizational capacity assessment of the current state, a review of policy and institutional frameworks, the development of a governance framework, PMO development strategy, staffing and resource planning, and the establishment of program controls and oversight. The period of performance for the primary tasks is 184 calendar days after award, with a provision under FAR 52.217-8 allowing for a service extension of up to six months. The acquisition utilizes a two-step tradeoff source selection process. Only the most highly qualified offerors will advance to Step Two. Proposals must be submitted electronically to the contract specialist by the extended deadline of November 6, 2026. Administrative requirements include the submission of an offer guarantee of at least 20 percent of the proposed price and adherence to strict security marking for Controlled Unclassified Information. Awardees must maintain specific insurance and certify the absence of organizational conflicts of interest, as the role provides access to sensitive acquisition information. Invoicing is conducted monthly through the Internet Payment Platform.
