Management Capacity Study

The Architect of the Capitol (AOC) is soliciting proposals under solicitation AOCACB26R0052 for a Management Capacity Study to evaluate and enhance its governance structure and management capacity. The objective is to ensure the AOC can effectively support a long-term capital construction program valued between 2 and 4 billion dollars. This effort will be executed as a Firm-Fixed Price contract with a period of performance of 184 calendar days after award. Key tasks include conducting an organizational capacity assessment, reviewing policy and institutional frameworks, developing a Program Management Office (PMO) roadmap, creating a staffing and resource plan, and establishing a program controls and oversight framework for cost, schedule, and risk management. This is a two-step, competitive best-value procurement conducted as an unrestricted, full and open competition. While the AOC is a Legislative Branch entity and not subject to the Federal Acquisition Regulations, it is utilizing a Request for Proposal process consistent with FAR Part 15. Step One evaluations are equally weighted across corporate experience, key personnel, and past performance, using adjectival and confidence ratings to determine which offerors advance to Step Two. The government requires two key personnel, including a Program Executive with at least 20 years of experience and specific advanced degrees or professional certifications. Contractors must adhere to strict security and confidentiality protocols, particularly regarding Controlled Unclassified Information and Congressional Security Sensitive data. Proposals must be submitted electronically to the Contracting Officer, Michael Hoover, and must include an offer guarantee of at least 20 percent of the proposed price. Payments will be processed monthly via the Internet Payment Platform through direct deposit. Deliverables are subject to approval by the Contracting Officer's Representative based on accuracy, clarity, and timeliness.
