The contract involves the design upgrade of the Murtle Lake kiosk content located at the Murtle Lake trailhead in Wells Gray Park, near Blue River, BC. The work focuses on creating a large topographical map with amenities marked, along with a header, a regulator sign, and a notice board. This contract strictly covers design services and excludes any printing or shipping, which will be managed through a separate procurement process. The contract term is set to end by April 30, 2026, and the total contract value will not exceed $4,100, excluding taxes. This project represents the second phase of ongoing work with the same designer, Sherry Brimacombe, who has already produced previous marine maps and initiated the base map for the Murtle Lake kiosk. The Province plans to directly award the contract to her due to her familiarity with the site, prior contributions to related maps, and the efficiency of continuing with the same designer to avoid redundant costs. A procurement process is required for this phase since the funding source has shifted from the BC Parks Foundation to the Park Enhancement Fund, although only a Notice of Intent will be posted, reflecting the sole source nature of this engagement. The work supports consistency in visitor experience by aligning with previous kiosk maps completed by the same designer.

Full Description

The work consists of upgrading the Murtle Lake kiosk content. The kiosk is located at the Murtle Lake trailhead, in Wells Gray Park, near Blue River, BC. The content would be a large topographical map designed with the location of the amenities in the park. There will also be a header, a regulator sign and a notice board. This project is only for the design of the kiosk and does not include the printing and shipping of the map and other signs. The term of the contract is expected to be 2026-04-30.The aggregate value of the contract is expected not to exceed, exclusive of applicable taxes $4100.The Province is contemplating a direct award with the Supplier for the following reasons:Sherry Brimacombe completed the two marine maps in 2024-2025 and has already started working on the Murtle Map, so we wanted to direct the award of this project to her.In 2024-2025, the donation went through BC Parks Foundation, so 3 quotes weren’t required. However, the donation is now going through Park Enhancement Fund, so a procurement process is needed. The designer is the sole source for this work, and a Notice of Intent will be posted. In 2024-2025, the proposed designer has already made Clearwater/Azure and Mahood maps as well as started to work on the Murtle map, which includes the following tasks:•2 Murtle info signs completed•Base map created, design of the map remains to be completedThis is the second phase of the project already started with this designer last year, so this would be the most efficient way to proceed, so we don’t have to pay again for the work that has already been completed in preparation for this project. This designer also completed another kiosk map which creates consistency and familiarity for visitors. This would be only for the design of the signs, not the printing and shipping. We would complete a procurement process for that part of the project.
