The procurement will be conducted under full and open competition per FAR Part 13 as a firm-fixed-price purchase order awarded to the lowest-priced, technically acceptable, and responsible offeror. All offerors must meet strict technical and compliance thresholds to be considered. A manufacturer-backed warranty valid in Türkiye for a minimum of three years or 100,000 kilometers, whichever comes first, is mandatory and must include authorized service and OEM parts support within the country; failure to meet this requirement results in immediate disqualification. Only manufacturer-authorized or certified sellers with verifiable warranty and support capabilities in Türkiye are eligible. Non-Turkish offerors must submit valid SAM.gov registration with active UEI and NCAGE codes, while local Turkish vendors must provide local legal/vendor identity information but are exempt from SAM.gov registration. Submissions must be made electronically in English via email to Ankara-GSO-Procurement-DL@state.gov in MS Word, Excel, or PDF format, not exceeding 30 MB per email, with multiple emails permitted if needed.
